SITPRO News:
Aligned Documents Review:
SITPRO are currently undertaking a review of the aligned series of
documents, which form the basis of all documents produced by the
Formwise
system. The 16 page questionnaire can be found at
http://www.sitpro.org.uk/questionnaires/docsurvey.doc, but if
you wish to pass some general comments, about the documents and any
potential improvements, we would be interested as
well, these can be sent to Stuart at (stuart@formwise.co.uk) and we will
forward them in bulk. The final date for receipt of
comments was 31st October, 2008, and we will keep you updated with
progress and you can rest assured that Formwise will be updated and kept
in line with any recommended changes.
Trade Regulation Cost Review:
SITPRO have announced that in the Pre-Budget Report The
Government, in its Pre-Budget Report, has promised a review into the
cost to business of complying with international trade regulation.
Malcolm McKinnon, Chief Executive of SITPRO, said,
"We welcome this Review, and look forward to working closely with
BERR and HMRC to develop and deliver the action plan.
For almost 40 years SITPRO has championed the case for reducing
trade transaction costs through trade facilitation – the simplification,
harmonisation, standardisation and modernisation of trade procedures.
"Working regularly with business stakeholders – exporters,
importers, port operators, shippers, freight forwarders, banks and many
others – SITPRO has done much to advance the cause of better border
regulation. But, as always,
more needs to be done. New
challenges such as border security measures affect the cost of moving
goods internationally, while a lack of effective border agency
co-ordination imposes wasteful duplication and clearance delays."
Mr McKinnon concludes, "SITPRO is keen to engage with stakeholders
across the UK as part of this new review.
We will issue a consultation document in the New Year and plan to
meet with businesses in all regions of the UK."
In their recent new letter posted on their web-site, they have asked
that businesses report:-
evidence of trade regulation creating unnecessary burdens
which could be reduced,
data to help cost compliance with government requirements,
case study examples,
documentation of business processes to see whether they could
be simplified, and
ideas for an action plan.

These will then be summarised and passed to

EU Customs Information Portal: SITPRO
welcomes DG TAXUD initiating the development and implementation of a
mock-up Customs information portal. We hope that this will be the first
step in providing a portal for businesses to be able to find and access
practical information about pan EU Customs procedures and legislation.
The portal will provide an integrated, web-based and seamless service
helping economic operators to find the information they look for. The
mock-up portal may be considered as a forerunner to the European Customs
Information Portal. It aims at gaining experience and collecting
feedback on the portal approach which will be helpful when it comes to
the development of the final portal planned to be launched in 2011.
Media Consulta (contracted by DG TAXUD to develop the mock-up portal) is
seeking to identify the needs and requirements of the stakeholders,
particularly economic operators, regarding the features and structure of
the portal. They aim to do this by the end of the month through
questionnaire responses.

2009 Review of Ports Procedures: The
Consultative Document for SITPRO's 2009 Review of Ports Procedures is
now available to be downloaded from the SITPRO website at
http://www.sitpro.org.uk/questionnaires/ports08.html. The review is
examining procedures at UK sea ports, airports, the Channel Tunnel and
inland clearance depots for the international and intra-EU movement of
goods.
SITPRO last carried out such a review in 1997 and much has
changed in the intervening time. The aim of this new review is to
provide an overview of the current regulatory framework and its
attendant procedures and to assess their impact on trade.
Whether you are a port operator, port user, trader or trade association,
we should be grateful for your views on each of the questions you
consider pertinent to your operations.
The deadline for responses is Tuesday 31 March 2009.
